Chapter 6: Katniss realizes she did not convince President Snow and that she will be punished. However, she feels free from having to act a certain “part” for the Capitol. While at a Victor’s party in the Capitol, Peeta and Katniss get upset with how much food the citizens waste when others in the districts are starving. Katniss meets the new Head Gamemaker, Plutarch Heavensbee, and thinks there is something strange about his mockingjay inspired watch. When she returns home, she finds, accidentally, that District 8 is uprising against the Capitol.

With her is a teenager, dressed in an oversized uniform. The two women, Bonnie and Twill, reveal that they are with Katniss which Katniss doesn’t truly comprehend. They tell her about their escape from District 8, and the conditions in the district since its rebellion. They explain their plans to head to District 13, which they believe is not actually destroyed like the news states. Chapter 15: The people in the Capitol seem to be upset about the games, including the members of her prep team who cry while getting her ready for the Tribute Parade. Cinna comes in, dismissing them, and shows Katniss her dark, bold outfit. Katniss feels confident and strong in this costume. While waiting for Peeta, Katniss is approached by another Victor/Tribute named Finnick O'Dair. Finnick is from District four, is known for his male beauty and strength. He also is famous for winning his games at 14 and receiving a very expensive sponsorship in the arena: a trident. He flirts with Katniss, but she is not impressed with him at all. When Peeta arrives, they make their way into the parade area impressing the Capitol residents with their ember-like attire. After the parade, Katniss and Peeta are introduced to two other tributes: Chaff and Seeder from District 11. Chaff is missing a hand from his original games, and Seeder must have won a long time ago because she is around sixty years old. In the elevator, heading to their living quarters, Katniss and Peeta meet Johanna Mason, from District 7. She flirts with Peeta and it upsets Katniss. Peeta explains they are toying with her because she is innocent. When they arrive back at their living quarters, Katniss realizes she has a new Avox (Capitol servant.)
